The General Orders establish UNIPOL Global Police Academy’s professional standards, administrative procedures, operational limitations and accountability requirements.

OFFICIAL IDENTIFICATION SHIELD AND CREDENTIAL POLICY
GO-104 — Issuance, Possession and Authorized Use
The UNIPOL Global Police Academy identification shield is an official organizational credential issued exclusively to approved members whose appointment, training status, and identification have been verified by the Academy.
The identification shield identifies the holder’s affiliation with UNIPOL Global Police Academy. It remains the property of the Academy and must be used only for authorized organizational, training, ceremonial, or community public-safety activities.
Authorized Use
Members shall:
Carry the corresponding UNIPOL photo-identification card when displaying the shield.
Present the shield only for legitimate identification connected to an authorized assignment.
Clearly identify themselves as members of a private training and community public-safety organization.
Protect the shield and credentials against loss, theft, duplication, alteration, or unauthorized use.
Follow all Academy policies and applicable laws.
Prohibited Use
The identification shield shall never be used to:
Impersonate a police officer, peace officer, federal agent, customs officer, or government official.
Claim arrest, detention, search, seizure, investigative, diplomatic, or regulatory authority.
Demand identification, entry, special treatment, discounts, or privileges.
Stop vehicles, conduct traffic enforcement, display emergency authority, or interfere with law enforcement.
Intimidate, threaten, deceive, or create a false impression of governmental authority.
Carry out personal business, debt collection, private disputes, political activity, or unauthorized investigations.
Transfer, lend, reproduce, sell, modify, or allow another person to display the shield.
Display Requirements
The shield must be displayed with its approved UNIPOL identification card and only in the manner authorized by the Academy. Members shall not display it from a wallet, belt, neck chain, vehicle, uniform, social-media profile, or other location in a manner likely to suggest governmental police authority.
When interacting with the public, members must accurately state:
“I am a member of UNIPOL Global Police Academy, a private training and community public-safety organization. I am not acting as a governmental peace officer.”
Verification
All identification shields and credentials must contain or correspond with an Academy-issued identification number. Membership status may be listed as:
Active
Inactive
Expired
Suspended
Revoked
Possession of an identification shield does not establish active status. Current status must be confirmed through UNIPOL’s official credential-verification system.
Loss, Theft or Damage
A lost, stolen, damaged, or compromised shield must be reported immediately through the chain of command. When appropriate, the member should also file a report with the local law-enforcement agency. Replacement is permitted only after administrative review and authorization.
Suspension, Separation or Revocation
The identification shield and all related credentials must be surrendered immediately upon expiration, suspension, revocation, resignation, termination, or written demand by UNIPOL Global Police Academy.
Unauthorized possession or continued display may result in disciplinary action, permanent revocation, notification to appropriate authorities, or other lawful action.
Accountability
Misuse of an identification shield or credential constitutes a serious violation of the UNIPOL Code of Ethics. Alleged violations may be referred for administrative review, disciplinary proceedings, or review by the Judicial Review Board.
Public Notice
The UNIPOL identification shield is an organizational identification device. It is not a government-issued police badge and does not confer peace-officer status, arrest powers, weapons authority, diplomatic immunity, or governmental jurisdiction.

COMMUNITY ENGAGEMENT AND LAW-ENFORCEMENT COORDINATION
UNIPOL Global Police Academy promotes constructive partnerships among communities, local law-enforcement agencies, public-safety organizations, government departments, nonprofit organizations, businesses, schools, faith communities, and neighborhood leaders.
The purpose of this initiative is to strengthen communication, encourage public trust, address community concerns, prevent crime, and support lawful cooperation on matters affecting public safety and quality of life.
Community Engagement Services
UNIPOL may assist with:
Community and law-enforcement listening sessions
Public-safety meetings and neighborhood forums
Crime-prevention education and safety awareness
Community complaints and conflict-resolution referrals
Missing-person and vulnerable-population awareness
Youth, senior, victim, and family-support initiatives
Fraud, trafficking, cybercrime, and suspicious-activity awareness
Cultural competency and community-relations training
Public information and emergency-preparedness programs
Referrals to law enforcement, social services, and regulatory agencies
Joint Investigations and Agency Cooperation
When formally requested or authorized by an appropriate agency, UNIPOL may provide lawful non-enforcement assistance with community outreach, information organization, public education, victim-resource coordination, research, training, and the referral of voluntarily supplied information.
Any joint investigative activity must be directed by the law-enforcement or governmental agency possessing legal jurisdiction. UNIPOL members shall not independently conduct criminal investigations, searches, seizures, arrests, surveillance, interrogations, or evidence collection requiring governmental authority.
Addressing Community Issues
UNIPOL encourages residents to communicate concerns involving crime, disorder, discrimination, vulnerable persons, neighborhood safety, youth violence, fraud, emergency preparedness, and community–police relations.
Credible information may be documented and referred to the appropriate law-enforcement, regulatory, emergency-management, protective-service, or community-support agency. Emergencies and crimes in progress must always be reported directly to 911.
Public Trust and Accountability
All activities shall respect civil rights, privacy, due process, confidentiality, nondiscrimination, and applicable law. UNIPOL seeks to serve as a responsible bridge between communities and authorized agencies—not as a substitute for law enforcement.

The policies of UNIPOL Global Police Academy establish the standards, responsibilities, limitations, and procedures governing its leadership, members, instructors, Community Safety Officers, departments, programs, credentials, and international partners.
Organizational Governance Policy
Defines UNIPOL’s mission, private organizational status, leadership authority, departments, chain of command, appointments, and administrative responsibilities.
Professional Conduct and Ethics Policy
Requires integrity, honesty, professionalism, impartiality, confidentiality, respect for civil rights, nondiscrimination, and responsible treatment of the public.
Community Public-Safety Policy
Establishes procedures for community engagement, crime-prevention education, public assistance, safety awareness, and the responsible referral of public-safety concerns.
Authority and Operational Limitations Policy
UNIPOL is a private training and community public-safety organization. Membership, rank, training, badges, identification shields, or certificates do not independently confer governmental or peace-officer authority.
Identification Shield and Credential Policy
Governs the issuance, possession, display, verification, expiration, suspension, surrender, and authorized use of UNIPOL identification shields and credentials.
Uniform and Appearance Policy
Establishes approved uniforms, insignia, rank markings, grooming standards, and restrictions intended to prevent misrepresentation or public confusion.
Training and Certification Policy
Sets standards for course approval, instructor qualifications, attendance, examinations, continuing education, training records, and certificates of completion.
Community Engagement Policy
Promotes communication and cooperation among residents, law-enforcement agencies, government departments, schools, businesses, faith communities, and nonprofit organizations.
Interagency and Joint Task-Force Policy
Permits participation in authorized coalitions, working groups, and joint initiatives when supported by an official invitation, written agreement, appointment, or memorandum of understanding.
International Collaboration Policy

Central Intelligence Command Policy
Establishes standards for lawful research, public-safety analysis, threat awareness, information validation, privacy protection, and agency referrals.
Incident Reporting and Information-Referral Policy
Requires accurate documentation, supervisory review, secure recordkeeping, emergency notification, and referral to the agency possessing appropriate jurisdiction.
Missing and Endangered Persons Policy
Governs UNIPOL’s responsible sharing of verified AMBER, Senior, Silver, and other official public-safety alerts.
Trade and Customs Fraud-Prevention Policy
Provides standards for consumer education, counterfeit-goods awareness, trade-fraud reporting, document review, and referral to customs, regulatory, or law-enforcement authorities.
Use-of-Force and De-escalation Policy
Requires avoidance, de-escalation, disengagement, emergency notification, and compliance with applicable law. UNIPOL status does not grant enforcement or weapons authority.
Privacy, Confidentiality and Data-Protection Policy
Protects personal information, reports, credentials, training records, communications, and other sensitive organizational information.
Media and Social-Media Policy
Identifies authorized spokespersons and governs public statements, interviews, official publications, branding, photographs, videos, and members’ online conduct.
Youth, Senior and Vulnerable-Person Protection Policy
Establishes safeguarding procedures, professional boundaries, supervision requirements, mandatory reporting, and referrals to appropriate protective-service agencies.
Complaint and Accountability Policy
Provides procedures for submitting, documenting, reviewing, and resolving complaints involving members, instructors, officers, programs, or organizational conduct.
Judicial Review Board Policy
Establishes impartial internal review, notice, opportunity to respond, findings, recommendations, appeals, recusals, and administrative accountability.
Discipline and Appeals Policy
Authorizes corrective instruction, reprimand, suspension, credential restriction, removal, revocation, appeal, and reinstatement review.
Records Management Policy
Establishes requirements for creating, protecting, retaining, retrieving, correcting, archiving, and lawfully disposing of organizational records.
Health, Safety and Wellness Policy
Promotes safe working practices, injury reporting, mental wellness, peer support, fitness for duty, and a substance-free organizational environment.
Policy Compliance
Every member is responsible for reading, understanding, and complying with all UNIPOL policies and lawful directives. Violations may result in administrative review, suspension, removal, revocation of credentials, or referral to the appropriate authorities.
