Recognizing the growing need for professional education, community engagement, ethical leadership, and collaborative approaches to public safety, "UNIPOL Global Police Academy " created the platform for training, education, research, leadership development, and international cooperation.The Unipol Global Police Academy was formed to bring together public safety professionals, community leaders, chaplains, educators, security personnel, emergency responders, and community policing advocates in a shared mission of strengthening safer and more resilient communities through education and service.
UNIPOL GLOBAL POLICE ACADEMY
UNIPOL Global Police Academy is an independent, non-law-enforcement professional training organization providing education in community policing, public safety, crime prevention, leadership, ethics, investigations, emergency preparedness, and criminal justice.
AUTHORIZED COOPERATION
Texas law and TCOLE rules establish a framework through which organizations such as UNIPOL may cooperate with law-enforcement agencies and authorized training providers. UNIPOL may develop and host supplemental courses, provide facilities and instructional resources, and supply qualified subject-matter experts.
This cooperation is supported by:
37 Texas Administrative Code §215.1, which permits TCOLE to contract with law-enforcement associations, distance-education organizations, proprietary training providers, academies, and qualified academic providers.
37 Texas Administrative Code §215.5, which establishes a pathway for qualified law-enforcement associations, distance-education organizations, and proprietary training providers to apply for a TCOLE training-provider contract.
37 Texas Administrative Code §215.10, which allows a course to be taught by a licensed or certified instructor or by a qualified subject-matter expert designated in writing by the authorized training coordinator.
37 Texas Administrative Code §218.1, which recognizes continuing education that exceeds basic licensing requirements, relates to an officer’s assigned duties, or is not included in a basic licensing course.
Texas Occupations Code §1701.251, which authorizes TCOLE’s system of training programs, schools, instructors, and approved training arrangements.
UNIPOL’S ROLE
Within this framework, UNIPOL may collaborate with police departments, sheriff’s offices, other law-enforcement agencies, and TCOLE contract training providers to develop or deliver job-related professional education. UNIPOL instructors who possess documented education, training, experience, and subject-matter expertise may teach under the authorization and supervision of the responsible agency or training coordinator.
